ESU’s recommendations to Microsoft’s White Paper –  Towards an inclusive digital society

The start of the EU’s new mandate marks a crucial moment to ensure digital technologies serve everyone, enhancing innovation while safeguarding society. Microsoft’s White Paper acknowledges this challenge and looks forward to working with the new European Commission, the European Parliament, and the incoming Presidencies of the EU Council, as they together embark on this new political mandate to protect key groups, including older adults.

While the COVID-19 pandemic showcased the potential of digital tools, it also highlighted the barriers faced by many seniors, from access issues to the lack of essential digital skills. The ESU welcomed Microsoft’s invitation to participate in the formulation of recommendations and emphasises that the inclusion of seniors in the digital age is not just desirable but essential:

To build a truly inclusive society, ESU calls for a shift in perspective. Media and Information Literacy (MIL) must go beyond schools and reach all age groups, ensuring seniors have access to tailored learning opportunities. Policymakers, businesses, and civil society must collaborate to develop practical measures that equip older adults with the knowledge and skills to navigate the digital world safely and effectively.

Furthermore, policies addressing digital literacy and ageing should engage all sectors of society. Governments, civil society, local communities,… can play an important role to create learning opportunities that respect seniors’ life histories and provide joyful, intergenerational learning experiences.

More and valuable research concerning the digital behaviours of seniors is also critical. Older adults (especially 75+) are often excluded from surveys, leaving gaps in understanding their needs and interests. Understanding how seniors engage with digital tools—for healthcare, leisure, or communication—can help design initiatives that are both meaningful and impactful.

Online fraud remains a significant threat. Seniors are often targeted due to perceived vulnerabilities, making robust protections and ethical use of personal data a top priority.

Finally, ESU advocates for the creation of an Intergenerational Council, fostering dialogue and ensuring that the voices of older adults are heard in shaping digital policies.
